Jalolov Sarvar Shomurotovich was born on January 22, 1991 in Gijduvan district. In 2013, he graduated with a Bachelor's degree from the University of World Economy and Diplomacy.

He graduated from the Institute of Political Studies (University of Strasbourg) in 2014 with a Master’s degree, and from the University of Saint-Etienne Jean Monet (France) in 2017.
